CT Legislative Special Session

The Connecticut Senate Democratic Caucus announced a series of wide-ranging policy proposals to address police accountability and systemic racial inequities during the 2020 special session (date tbd). In addition to these proposals, a variety of health care reform proposals will also be addressed as noted in the outline below. 

The COS and its lobbying firm, Focus Government Affairs, will monitor the legislative activity of these proposals and advocate for the orthopaedic community and patients. For the complete announcement, please click here .
 
Health Care Reform

Addressing Overall Health Equity Issues
To address major health disparities by race and ethnicity which result in poorer health, premature deaths and hundreds of millions of dollars in health care costs
Strengthening COVID-19 Testing and Contact Tracing
To improve Connecticut’s approach to key COVID-19 prevention tools and to ensure a more equitable response
Addressing Disproportionate Cases and Deaths of Minority Populations from COVID-19
To address entrenched health disparities and strengthen state resources in the event of future public health emergencies
Strengthening Telehealth
To expand telehealth services used during the COVID-19 pandemic
Capping Insulin Costs
To cap exorbitant insulin costs and provide patients access to emergency insulin supplies
Supporting Community Health Workers
To fund community health workers who are an essential liaison between the health care and social services systems
Health Care Data Collection and Reporting
To expand data collection and reporting by race, gender, and other guidelines in order to expose health disparities and better guide health policies
Nursing Home Safeguards
To increase protections and strengthen procedures for nursing homes
Curbing Junk Health Insurance
To regulate the practices of so-called “junk” health insurance policies which deliberately target minority communities and people who have lost their jobs
Protecting Workers
To ensure everyone injured on job, especially those impacted by COVID-19, get increased protections, including workers’ compensation
Tackling Insurance Premiums
To examine and regulate expected insurance rate increases during a time of economic distress and record insurance company profits


Medicare Update
List of Covered Telehealth Codes

CMS (Medicare) released on June 30th an updated published list of the 238 covered Telehealth procedure codes with notations indicating type of contact covered by Medicare Part B (Yes = telephone/audio access approved).



A Message from COS President Michael Aronow, MD

COS 2020 Meeting Cancelled; Virtual Business Meeting on September 16th.

Dear Orthopaedic Colleagues,
 
As you may know, the COS had planned what we believed would be another great CME accredited Annual Meeting program under the leadership and dedication of our Program Director, Dr. Michael Kaplan. 
 
The original May 8, 2020 meeting had been rescheduled to September 25, 2020. However, with the ongoing uncertainty, public health risks and social distancing requirements due to the pandemic, the COS Board, after careful consideration, has decided to cancel the  2020 Annual Meeting other than the business portion, which will be done virtually on Wednesday, September 16 th  at 8 p.m. Specific details will be sent within 30 days of the meeting.
 
We are of course disappointed, but given the uncertainty of what the extent of the pandemic will be in late September including federal and state mandates, our speakers ability to travel, the limitations of a virtual meeting, and most importantly our concern for the health and safety of our members and sponsors, the COS Board determined that cancellation would be the cautious and prudent response.
 
The Bylaws of the Society require a vote at the Annual Meeting for the open positions on the COS Board of Directors. We would also like the opportunity to hear from our membership and update you on what the Society has been doing and plans to do in the future on your behalf. Therefore, we will hold a brief virtual business meeting as noted above. We will defer our awards presentation to the 2021 Annual Meeting so these individuals can get the appropriate in person recognition they deserve.
 
As we begin to plan ahead for the 2021 Meeting, we are looking forward to offering our members an opportunity to gather and learn together again, better and stronger. Thank you for your understanding and ongoing support and participation in the Society. 
COS Supporting AAOS Response Efforts to CMS and United Healthcare

The COS continues to support the work and initiatives of the AAOS on federal and national issues. Listed below are recent matters the AAOS has responded to concerning CMS Joint Replacement Payment Model and United Healthcare imaging requirements. COS joined in lending Connecticut's voice in support of the AAOS requests. Each letter can be found by clicking on "AAOS Letter".


Summary : In response to  new imaging requirements instituted by UHC , AAOS is writing to express serious concern that this policy will impede timely patient care and care continuity, and shift time away from patients and towards unnecessary administrative tasks. In particular, the letter argues the requirement supersedes clinical decision-making, increases administrative burden and amplifies security and patient safety concerns. AAOS strongly asks that this requirement be immediately suspended and withdrawn.

 
Summary : On February 20, 2020 the Centers for Medicare & Medicaid Services (CMS) issued a rule proposing changes to the Comprehensive Care for Joint Replacement (CJR) model, which bundles payment to acute care hospitals for hip and knee replacement surgery.The proposed rule aims to extend the CJR model for an additional three years, through Dec. 31, 2023. However, this extension would apply only to hospitals in the 34 metropolitan statistical areas (MSAs) in which participation is mandatory. Hospitals participating in voluntary MSAs, as well as all low-volume and rural hospitals that have elected to participate, will continue to see the model end on Dec. 31, 2020.

Summary : The issue has implications for societies and institutions whose members bill Medicare for inpatient hospital services. At the Traveler's Championship, the Foundation WON thanks to Member Donations!
Thanks to the generous contributions to the Connecticut Orthopaedic Society Foundation through member donations to the Birdies for Charities, the FOUNDATION raised $11,900.00 and with the added 15% from Birdies for Charities, the Foundation will receive an additional $1,785.00 to support its mission.
 
The Foundation gratefully acknowledges donations from Dr. Issac Moss, Dr. Robert Green, Dr. Michael Aronow, Dr. Gary Friedlaender and the Connecticut Orthopaedic Society. The contributions will continue to support education, research, and other charitable causes for orthopaedic surgeons and their patients in Connecticut is greatly appreciated.

This year the Foundation once again contributed $5,000.00 each to the Yale and UConn Orthopaedic Residency Programs. Since the Foundation's inception, $170,000.00, has been donated to support the education and training of future orthopaedic surgeons in Connecticut.
